The purpose of North Dakota’s studies of seat belt use is to provide statistically reliable data from which generalizations, comparative analyses, and recommendations can be developed. The survey provides the North Dakota Department of Transportation (NDDOT) with a system that monitors the usage rate and permits the determination of seat belt usage rates within the state. The National Highway Traffic Safety Administration (NHTSA) funded the study through the NDDOT’s Office of Traffic Safety (OTS). DLN Consulting, Inc. was responsible for conducting the survey, data entry, quality assurance, compilation of the data, data analysis, developing charts and tables, and writing the report for the 2008 survey of seat belt use in North Dakota.
